It is understood that a data repository layer is necessary to manage financial risk and to coordinate care. It is usually the third level, placed upon the top of the EMR layer and the Data Exchange Layer. I place the patient and the school/workplace layers under it so that patterns in the whole community system can be seen. What individuals, families, workplaces, and schools in the community are able to do may become as important to health and wellbeing as what happens in the healthcare businesses. This information needs to be included in the health data repository.
Data alone is not actionable information. The next layer is needed.
